VDOT has entered into agreement with a private construction consortium to estimate and construct a new “tube” and entrance and exit improvements at the Norfolk Midtown Tunnel. The contract funds the work to develop a cost estimate for the project that will eventually lead to construction. It is anticipated that the work needed to develop an accurate cost estimate will continue for a one year to as much as a year and a half.
